Governor Robert McDonnell will be holding a town hall meeting to allow Virginians to speak with him about issues facing the Commonwealth. He will also share information about his efforts to make government smaller and simpler, privatize Virginia’s state-run ABC stores, and create good jobs statewide. Governor McDonnell will be joined by cabinet secretaries and administration officials.

ECNV urges Northern Virginians who have disabilities to attend and speak out about the services that are essential for people with disabilities to live in the community rather than being unnecessarily institutionalized. Your voices are needed because Governor McDonnell is working with a state commission on government reform to come up with a plan for possible changes to streamline state government. Your input as citizens with disabilities needs to be heard.

Background: Your may recall that in mid-February 2010, Governor McDonnell issued his recommendations on further budget cuts that his administration wanted to see in the state budget. These included deeper cuts in Medicaid waiver services and significant cuts in the DRS PAS Program than those proposed in former Governor Kaine’s proposed two year budget for FY 2011-2012. These cuts included the elimination of consumer-directed services in the Medicaid waiver program! Governor McDonnell and his administration will be working on “reforms” in state government and possible budget adjustments as we head into the 2011 General Assembly. This is why it is very important that you come and speak out against cut in Medicaid waiver programs and DRS PAS and tell him how important they are to you!

Our message must be – Don’t cut Medicaid Home and Community Based Waiver Services and DRS PAS, which provide more cost-effective alternatives to nursing homes and other institutions. Nursing homes and other institutions cost 3 times what it costs to provide Virginias with disabilities and senior adults with services in their own homes. People with disabilities and seniors prefer services in their own homes where they can direct their own care, resulting in higher quality of service and consumer satisfaction! The state will spend less money and get better services! It’s documented in the reports that the Department of Medical Assistance Services (DMAS) provides to the Federal Government!! Furthermore, consumers can and should direct their own services through consumer-directed PAS programs, and personal assistants, who are paid some of the lowest wages the lowest, should not have their livelihoods cut in order to balance the budget because it jeopardizes the already small supply of direct service providers!

An important note about transportation: Our research indicates that the location for this town hall meeting is over a mile from the closest bus service (Fairfax Connector). However, one should be able to get to the site at 2214 Rock Hill Road in Herndon on MetroAccess. If you try to make a reservation and have problems, please let ECNV know. You may also want to contact the Governor’s Office to express your concerns about how to get to a site that is not located on public transportation in an area like Northern Virginia where there are so many state and local public facilities located directly on public transit.
